Actually, was thinking of marking a complete one w/ maker & S/N marks, and giving it to my LGS - they'd have to log it, but it would be the first firearm in history to show a disposition of "eaten".

I'm almost certain if I left the FCS, magazine block, & buffer tube boss plug out, I could ship a chocolate one to Connecticut.

I'm hoping to make some real plastic lowers w/ fiberglass reinforcement for me, and some 80% ones for friends; w/ about $6 of material in them, I can afford to give them away.  The FCS block and rear takedown pin will be completely enclosed - however, there will be a safety hole completely through the lower, so I don't know how BATFE views that.  So I probably won't be shipping a workable 80% product through the mail unless I go to the trouble of getting a Tech Branch letter.
